What's the Name of That Book??? discussion

This book had a student move into a new school. He makes friends with the delinquents of the school, as he sort of is one too. Turns out all of his friends have abilities, ones that are usually the cause of them being in trouble. One kid could light fires with his mind. But then the main character figures they can use their powers for good, and it turns out for example the fire kid can put them out as well. The main character doesn't think he has any abilities, but he has some sort of ability to manipulate people with what he says. This becomes important at the end when he's called to talk to inspectors who may shut the school down. In the past, his ability let him see just how to anger people, to infuriate them beyond reason. He didn't know he was doing it. Just like the other kids, he realizes he could use his ability to make people love him. But in the end he forgoes his powers to make a statement of normality in order to save the school. I believe it just ends after he makes his statement.
