everybody has different techniques. i use picnik and either piccas i took myself, or ones of the internet.
That's what I do to. I find a picture that relates to my book somehow on google images or flickr or use one of my own photos/pictures and either use photoshop or picknik to make it more spiffy :) and add the title/my name. :)
I paid an artist 300.00 to create a custom cover. It was worth it to me. http://www.theblackstone.wordpress.com Take a look.
I have had covers made for me by an artist I met at a Sci Fi convention, I have used Mircosoft publisher software, and I have used simpler cut and paste clip art. Sometimes the subject of SF becomes stereo- typed and sometimes a cover can tell too much or become too busy. A recent resource is flickr.com where many different photographers and artist show samples and are willing to have their pieces used.
Cool :) I think I look at some pictures.
I use www.picnik.com. I also use paint and Picasa 3. Unfortunately, I don't have photoshop, but I really wish I did...
