One of the few man-made islands to exist outside of the Grand Line, Central Island is actually a gigantic battlecruiser owned and controlled by the Marines that remains constantly anchored within the midst of North Blue, though it is supposedly still movable. The island is covered in vegetation, despite the entire ecosystem being nurtured on stop of steel. Most importantly, the island is simply coated in seastone, though there is enough buffer that it only causes irritation to Devil Fruit users who live there, both as prisoners and Marines.

Central HQ is technically the entire island, but most of the Marines on-board consider the northern half of the ship to be Central HQ, as all of the higher-ranking Marines exist there.
~ Southern Headquarters ~
And then, to the south of the ship island, is the Southern HQ, which is mostly an extended training ground and barracks. However, Southern HQ is fairly lax, as most of the duties of the area have been given to shipped-in civilians.

Southern HQ is the only real place to dock for non-Marines, as the civilian workers tend to not care about affiliation. Marines, however, can also dock at Central HQ.
