The World Nobles, also known as the Celestial Dragons, are the descendants of the Twenty Kings who established what is now known as the World Government.
All World Nobles seem to have the same hairstyle and wear an oxygen tank attached to a bubble or glass case around their head in order to not breathe the same air as the "lowly commoners". All World Nobles also seem to wear the same kind of white robe that resembles a spacesuit, although the border designs of each noble's clothing appear somewhat different and original. Male World Nobles seem to have a different style of collar than female World Nobles.
SLAVES:
The World Nobles practice slavery, using wanted pirates as "pets", other people and races as servants and trophies. To mark them as slaves, the Celestial Dragons mark them with the symbol called "The Hoof of the Soaring Dragon"
Unfortunately, the fact that no one can harm a Celestial Dragon or stand up to them means that no one can help a slave in need, or else they would risk certain death.
