I think it has less to do with the clothing than with what these two polarities reflect. Both cultures traditionally objectified women, they just showed this through different ways: Middle Easterners through shaming women for having attractive bodies, Westerners for pressuring women to overemphasize their beauty.

Now to directly discuss the three questions individually:
- Many girls really enjoy getting all dolled up. If you wear 2-3 inch heels on a regular basis, you'll get used to it fairly quickly and as far as I'm aware, it won't damage your foot. Stilettos are harmful, but also never socially expected as the only acceptable footwear.
- Women who live in societies where they are required to wear a veil generally are not allowed to speak to men outside of their families, so no personality is shown at all - rather, the human is repressed as much as possible in public.
- It depends. Some women use the increasing acceptance of showing skin to dress in a way that they prefer for individual reasons. Others do it mostly to impress men. As long as the girl knows what she's comfortable with and how to react to bad situations, she can do what she pleases, I think.

Oh, I know you weren't talking specifically about veils/heels - that's what my first sentence was. I then used heels because it's a good example :P

I agree with what you said. I've spent my whole life in pretty liberal towns, so there have always been a few girls who actually wouldn't shave, but I personally always have because I felt it was expected...on a sidenote, my boyfriend hates his leg hair and wishes it was socially acceptable for him to shave.
I think we've traditionally lived in a patriarchy, and although the rigidness technically no longer exists in our society, we still follow old social norms because, well, they're the norm.
