Meeting Bonnie and Twill means that there is hope to win the fight against the Capital. They let Katniss know that there are people who are on her side and will fight for their freedom. It also brings to the realization that the Capital could have hidden the fact that there is still a District 13 even if the citizens are hidden underground.
With that knowledge, Katniss seems to believe more in herself that she can become the Mockingjay. She also seems to become even more aware that the Capital like other governments is corrupted and even hides things from its people.
To me, the meeting with Bonnie and Twill brings hope for Katniss.

This is really the first time that Katniss realizes the magnitude of the situation outside District 12. That there is major unrest going on in all the districts and that what she did in the arena in HG is more than just between her and the Capitol.

After Gale's whipping she knew she had to fight for the other people and not just her family and loved ones. Katniss had heard from the television at the mayor's house how the rebellion is starting in District 8. By hearing it from first hand accounts from Bonnie and Twill, Katniss realized that she had started it in the arena with the berries and now everyone is starting to rally around her.
Meeting Bonnie and Twill changes things for Katniss by showing her that people are on her side and are willing to fight. Before this, Katniss knew about the uprising in District Eight, but she didn't know that she was the actual rallying point for this uprising. She didn't know people looked up to her to lead them into rebellion. And now Katniss knows people are counting on her to do so.
