1. Why do you think the Capitol devises a special reaping procedure for every 25th Game?

maybe it's to reassert their power and to show that the normal games are 'merciful and that it could have been way worse or something?

To mix things up. Keep it "interesting". To utilize the games to accomplish whatever dark plans they have.

Glorified versions of the games were devised to take place every 25 years to "make fresh the memory of those killed by the districts rebellion." ( Like anyone could forget!)
What I really want to know is, was the card that Snow read actually all ready in the box, or was it made especially by Snow himself for the 3rd Quarter Quell and the citizens were led to believe it was there all along?

I think they devise these special games every 25 years to one, make it more interesting for the residents of the Capitol, to give them something to be extra excited about (you can tell this when Octavia, Venia, and Flavius are all complementing Katniss on what an honor it is to mentor a Quarter Quell and how excited they are for the game) and to refresh in the residents of the district's minds that they can subject their children to any sort of punishment they want, and every 25 years, they can torture them on a completely new level, to elevate the horror of having children kill each other in a spiced-up new version of the game. It's just horrible.

Its just to make things more interesting and gives the Gamemakers a reason to come up with even more of a wicked way to the Games.

Hi Barb! I believe that the card to choose from the pool of the former victors from each district was written by Snow himself. With the districts in rebellion, he wants to show them that he has the power. He wants a way to kill Katniss, who has become an inspiration for the rebels.

i think they do want to make the game interesting and i think they also want power they make katniss fall in love whit peeta so they will make the games more interesting and not get kill now that they think of the two lover who are goign to fight or die together.

I think that he planned it out after what happened in district 8. he wanted this to happen. I think that this is a test for her to see if she likes Peeta. And would die for him.
