When did Katniss become the mockingjay?

She didn't volunteer for this role, so she must have been chosen for it. Who chose her?

I've often wondered this myself and I THINK maybe it was a group of people likely a combination of those who helped her escape the arena in Catching Fire and also "leaders" in District 13. It was a position chosen for her as, like it or not, she was in a position to sway the citizens of Panem. They looked up to her and therefore would listen to what she had to say and follow her into rebellion if she asked.
