What's the Name of That Book??? discussion

i read the beginning of a book but i cant remember the name if it or the author. okay so i just remember the main character is a teenage girl walking home in a future city with victorian style principles. If i remember correctly her father recently died. As she's walking home she turns a corner or something and a man dressed in a dark colour with a hood over his face aporoaches her and says he knows things about her father or knew her father and then he reveals his face and he has odd eyes; as in theyre like a really impossible colour or there aren't irises etc. then i believe her father was kinda important and they live in a big house. sorry thats all i remember :) hope someone knows it because its been driving me crazy.
