There is life on the other side of walls, but it is lurking with the Infected. The Black Market is located here, and also holds some of the secret hideouts and bases of the Fireflies. Military members do go on the other side of the walls to hunt down Fireflies and any stragglers out after curfew. Otherwise, there are no laws beyond the wall.
