I almost forgot! Up above District Twelve's floor, there is the rooftop garden place where tributes can come during the night to talk and stuff!

Fern approached the railing beside him, careful to be quiet, so as not to announce her position. Looking across at the many lights dotting the Capitol, she was vaguely reminded of the star studded night sky back home. She couldn't spot a single star from the Capitol...

"If I were dead, my family wouldn't have had anybody to take tesserae against their wishes, and they would have starved. Even if I get back home, they'll be dead," Fern said matter-of-factly.((Sorry if that wasn't what you meant. It was sort of a vague question.))
