This does not take place during the same time as Rapture- it is several decades before.
Columbia floats above the American continent and is comprised of neoclassical buildings similar to cities in the American Northeast (such as Boston) which were pivotal in the eventual formation of the United States. While reactors, propellers and balloons are present throughout the city, its ability to float is due to the utilization of quantum levitation which allows objects within them to be suspended indefinitely. The city is also designed with "rain-catchers" that collect water from precipitation in the clouds and fallen water from the city to keep the vegetation and populace supplied with water.
The city was designed with docking stations and propulsion devices to allow buildings to move about. It was also constructed for greater travel, allowing for national and international tours. The city maintains a regular route across the United States with periodic stops near major cities, connecting to relay stations which contain transport rockets. These rockets function as the only means of entry into Columbia, accessible via coded signal. Columbia's internal means of transportation include zeppelins, cargo barges, hovercrafts, gondolas, and Sky-Lines. Bridges are also automated to connect with different moving portions of the city at various stations, scheduled like any other transportation system.

The city, capable of flight due to the scientific discoveries of physicist Rosalind Lutece, was completed in 1893, and seceded from the United States in 1902.
Vigors Similar to Plasmids, they grant the user access to extraordinary abilities, and are powered by a single resource: Salts. Vigors were made by Jeremiah Fink after witnessing Dr. Suchong experiment with ADAM to create Plasmids. Fink stole these Plasmids and realized that by placing an oxidizing agent through them he could make them drinkable rather then needing to be injected by the user. As with Plasmids, Vigors do cause notable side effects, visible on the user's arm.
Bucking Bronco Temporarily levitates anything affected by it.
Charge Grants a high increase in speed for a short time.
Devil's Kiss Throws a flaming projectile which detonates after a short while, burning anything around it.
Murder of Crows Sics a murder of crows onto the targeted enemies, damaging and temporarily distracting them.
Possession Turns the targeted machine to the caster's side, causing vending machines to give out a cash bounty and fighter automatons to fight for the user.
Return to Sender Creates a temporary shield, blocking all incoming gunfire.
Shock Jockey Shocks the target, temporarily stunning them and doubling the damage they take. Deals critical damage against enemies in contact with water. Can also activate electric generators.
Undertow Throws all targets in front of the user back with a watery tendril, momentarily knocking them to the floor if they hit the ground.
Handymen Their mechanized forms were created by Bettermen's Autobodies to help disabled, sickly, or severely injured citizens of Columbia to not only be able-bodied, but to regain their vitality and technically "live forever." However, the procedure came at the price of having to live with a large and highly disproportionate body and a high amount of unintended side effects.
