Hi Vanessa, I'm moving this to the Recommendations folder since it seems like that is what you're looking for.
If you're looking for non-fiction, I recommend Elizabeth Longford's biography of Victoria. It's been around for a while, but as a starting point I don't think you can beat it. One reason I like it is that Elizabeth Longford had separate chapters for family life and political and government affairs, so you can skip whole chapters if you're not interested in that aspect at any time. It's also got a big fold out family tree, to keep track of everyone. Some of the volumes of letters between Victoria and her eldest daughter, the Crown Princess of Prussia, were free on Kindle a while ago. I don't know if they still are.
Jean Plaidy has a series of four books about Queen Victoria. The first one is The Captive of Kensington Palace.
Victoria and Albert: A Family Life at Osborne House by Sarah Ferguson. I haven't read this, neither is it HF, it came to mind because of the author - Sarah, Duchess of York.
