If Marvel wasn't around then I would've thought Rue would win. WHY!!!!?!?!

Probably Cato. I would want Rue to win but its kind of impossible. Maybe Foxface though because Peeta was responsible for her death.
Foxface. She was extremely cunning and would have outsmarted the likes of Cato and Marvel.
