I think both ideas have a lot of potential! However I think the second one makes a little more sense. I could definitely see the second idea have a better background and plot. If you can come up with a really original secret for the society and some good characters, you could have a really great story!

I agree with Cheyenne, the story has a lot of potential, and, if you manage to create a very intriguing secret, the story would be awesome.
But if you ever got published, I would definitely buy your book.

I want to read that book. It sounds so good! I would use the second option as well

First one, and have the secret that the government is doing to be brainwashing the children so that it looks like there's democracy, but there isn't really. Sort of a Fahrenheit 451 vibe.
