Nope, theres not a single mention on the book of Jenna´s Other name... although his Father´s surname was Banda, so she could be Jenna Banda

her last name is Heap but her biological father's name is Milo Banda.

I think her last name is Banda because she isn't from the heap family and her father is called Milo Banda

I guess that her real last name would be Banda because it's her birth father's last name(unless, since the queen truely rules, they took the last name of the mother?). I consider her Jenna Heap and not Jenna Banda because she was raised by the Heap family. I take it the same way that I take kids who are adopted(which, in a sense, she is), you don't take you birth parent's last name, you take your adoptive parent's last name. Since Jenna grew up with the Heaps and not the Bandas I would consider her last name to be Heap.
