What's the Name of That Book??? discussion

I read a book about 20 years ago. The book was about How humans lived in a future society where asians or chinese were the leaders. People lived in a huge building or buildings where the bottom of the building was where the garbage was kept & many dirty mutants or just wild kids/people lived off of the waste. There was a part of the book that really stayed with me where this lady was abused by some guy who had like a metal...device...& the husband was standing outside but couldnt or didnt do anything because he was just a farmer.
Anyhow, if anyone knows the title of the book I'd really like to re-read it.
