What's the Name of That Book??? discussion

A book about a village or a group of people that believed in the rights of animals and that they deserve to live and be protected from the cruelty of some human being, so they build a wall around themselves. They used to send 12-year-olds outside to live with group of a specfic animal. The story was narratted by boy. It starts with "I hope that when I wake up I find myself in a pack of wolves, that would be awesome. Here comes the doctor. I hope it doesn't hurt"

What year did you read it? Is this YA, children's, or adult? Cover art?

I read it more than 10 years ago. I just remember the cover; a boy with long hair.

I do agree with Ayshe this is "The Year of Sharing." The first chapter shows the wall around the village, is narrated by the 12 year old boy, and the doctor does come to check him out before he is sent outside to live with the animals. He hopes he doesn't get a "stupid animal" like a cow or sheep but something strong and fast, a clever and fearless animal. Not a deer.
