What's the Name of That Book??? discussion

My brother just asked me if I remember a book "that was set in some place where the fog was as thick as split pea soup, you know the kind that you can slice with a knife. Anyway, the kid in the story delivered something by wagon around the township, and it was always so foggy he knew how far to go by counting or something. and there were bankrobbers or something, kidnappers…"

I don't remember it at all, but thought maybe someone on here might have an idea.

I didn't find it. My brother is the one looking, and I have no idea what other clues to give, so it's okay!

Did your brother read it in the '70s? Or does he just think it was written then?

He would have read it then.

Perhaps a Leon Garfield book? He wrote children's mysteries/suspense books in the 1960s - 1980s, mostly set in 18th or 19th century London/England.

It sounds like Devil in the Fog, I'm pretty sure I remember the protagonist counting in the fog.
