Best Police Procedural Authors

I hope this isn't a duplicate discussion but I would enjoy reading your ideas of the best authors of police procedural novels. We're looking for fiction and 'cop shop' authors even if they write other genres or sub genres. No amateurs, no private detectives, fiction only. They can and should include both foreign and domestic. Note; we will not agree! This is very subjective and one should accept that no one is right, no one is wrong. (Well, except for me being right of course. :P)

Thomas Harris writes top-notch procedure in his books, both from the FBI and the "local cop" angle.
How about a little "time travel"? Lawrence Sanders and his "Deadly Sin" series featuring Edward X. Delaney are classics in the genre of the police procedural. My favorite in this four book collection is "The First Deadly Sin". I have read it over the years three times. It is an unforgettable book and the ending is simply haunting.
