This is quite the difficult question. I love so many of them and their interaction. From smaller characters like Gaspode and CMOT Dibbler.
Rincewind has a nostalgic feeling from the point and click games.
As for books, I sometimes mix them all up. I'd say Guards, Guards is a solid pick for Discworld beginners.
p.s. I'd vote for Vetinari as Portugal's PM.

To tackle this question from the opposite direction (because I am such a contrary person) I'd have to say there aren't really any characters that I dislike in Discworld. I would even be happy to have The Luggage follow me about.

I agree, and because these characters appear so many times, from protagonists to almost extras in the book, they are very complete.
of course there are less interesting stories with them.
I think the weaker Discworld I've read was Moving Pictures.

Me, I love the Witches, especially the classic trio of Weatherwax, Ogg and Magrat. I'd recommend Witches Abroad to anyone with a sense of humour.
Also, Sam Vimes.
