Sean I feel that the main (and obvious) conflict in this book is unwinding. But it is not just the act if unwinding be obviously bad, as it has its own pros and cons, unlike other conflict which just include something the main character needs to stop.

Sean Unwinding, is where you can send away you "trouble kid(s)" off to harvest camps to unwind your kid(s). Being unwound is the equivalent of being cut to pieces while awake (which you legally have to be awake) although you are given anesthetics so you don't feel any pain. "The parts" aka organs, bones and skin tissues are then given to people who need it (like people who need a hand that got cut off).

Sean One of the internal conflicts in the story is about Cam (Camus Comprix) and how he wants to win over Risa by taking down the proactive citizenry. This stems from the larger conflict on unwinding and what else the proactive citizenry is trying to do. Another example of this would be how Connor is trying to escape the Juvenile Authority, as this comes from the external conflict of the unwinding of teenagers.

Sean One of the conflicts develops into a climax. That conflict is how they are going to take down the Proactive Citizenry. This turns into a conflict by how they finally find out what the Proactive Citizenry is trying to do
