I think men like Jarvis do behind-the-scenes manipulations [for better or worse government], and we have many different kinds of Jarvises in our modern expressions of power and government.
We might not like them, their machinations and their motivations but they invariably are the power behind the scenes...
Jarvis and men like him seem to be a necessary evil. When they advance an agenda using nefarious means, we are outraged. However, when they use those same methods to assure order, we give them that room to maneuver.
I'm always conflicted as we see this in our own government.

Whether we like it or not, they do serve a purpose and sometimes they are the only means of getting something done without the politicians getting in the way. Of course, it never looks good when they get caught in their machinations.
