I'd like to be as authentic as I can, meaning I'd prefer to get books that have been translated to English, but I don't want to limit myself, so I'll also keep an eye out for authors who have either been born there or lived there.

I have read one book by Tom Crosshill that has been translated to Latvian, because he writes in English. It will be easier for you to get hold of one of his works.
I wish i could recommend you some good books, but most of Latvian authors doesn`t get translated into English.
