I'd like to be as authentic as I can, meaning I'd prefer to get books that have been translated to English, but I don't want to limit myself, so I'll also keep an eye out for authors who have either been born there or lived there.

Hi! I`m from Latvia. :) I wish you could read something by Linda Nemiera, but none of her works has been translated.
I have read one book by Tom Crosshill that has been translated to Latvian, because he writes in English. It will be easier for you to get hold of one of his works.
I wish i could recommend you some good books, but most of Latvian authors doesn`t get translated into English.

Song To Kill A Giant and With Dance Shoes in Siberian Snows by Sandra Kalniete Those two books are by a latvian author too. I haven`t read them though.
