The bottom plate is where mostly people who can turn to weapons live in. Of course, lately its been becoming abandoned since many weapons are being brought to the Top Plate to be of service to the Royals. But, some weapons still remain here. The place is filled with damp, cold grounds, since the sun never hits here so its mostly full of puddles, mud and of course, abandoned looking broken down houses. This place is incapable of growing any plants since it never gets sunlight, but some of the weapons tend to buy some flowers from the royals to keep here to see how long they can last, but its never long. Being that its nearly abandoned, its hard for people to keep a job or even get a job around here. Which is why usually when they're offered to become partner to a royal and move to the Top Plate, they never refuse, even if they'd be like a servant to there partner in a way. The place has a metal roof above them (Which is what separates them from the middle class section) that goes on for miles. Unlike the other plates, however, at least they have a real ground bellow them. Its village is called Black Hallow Village because out of the three plates, its the coldest, darkest and most abandoned looking village.
