I really like Martin Millar too. He's written three books about...Kalix MacRinnalch, Scottish werewolf, and her werewolf clan: Lonely Werewolf Girl,

Did you check out Diana Wynne Jones? While many of her books are YA, there are some that older readers will enjoy. And heck, I enjoyed her YA and children's books, even though I'm not a child or YA.
For getting that quirky feel I would recommend Roger Zelazny's books, for example Creatures of Light and Darkness or Jack of Shadows:). You could also try out Night Watch by Sergei Lukyanenko - it's a really weird book (all Russians are a little weird;) but it's also an amazing piece of urban fantasy.
