What's the Name of That Book??? discussion

Hey guys- I have a mystery I'm hoping you can help me to solve~
I am searching for a book for my partner. He told me about it but he can't remember the title or author, but he remembers the cover & details about the story. He said he read it about 20 years ago or so.
The cover has a blue man with red hair and the man is covered in tattoos- which in the story- the tattoos moved. He was from another realm. The blue tattoo'd guy is the good guy in the story. Rest of the details are sketchy as it was so long ago, and i'm struggling to make sense of what parts he's trying to explain to me. lol.
Anyone know what i'm talking about and can tell me the name of the story?
(he's telling me he remembers a room full of clocks??)

Sure it's not The Illustrated Man? though I don't think he was blue.

Have already checked and hubby says it's not that one.
