This is just a suggestion but I was thinking that maybe for every S-class mage created,eventually one would have to make two normal mages or one civilian and one mage or two civilians etc, just because I would tend to believe S-class mages are rare? tis just a suggestion and right now I only plan on making one character just to see how it works out but tis only and Idea. :)

You can do either, DC.

For instance, there's
Caster/Holder
For people with magic in them who express it through their body
and
People with magic in them who express it through inanimate objects, activating some potential spark in those.

You can be as creative as you like, but try to be not super OP -like I can talk.

You make your own and invite others to come on it with you, or ask to join someone else's. :D

So, there are multiple Guilds in Fiore, Legal and Dark.
Legal guilds are guilds recognized by the Magic council, the good people and Dark guilds are illegal, and vary in power.
For example. Fairy tail is A legal guild and Oracian Seis is a dark guild. ( You can also go to fairy tail wikia) and you can create your own guilds.
As for the teams, you create a wizard and ask people to be in your team to participate in quests and things lie that. They are most likely close friends.
