What's the Name of That Book??? discussion

Begins with a young women in prison for I believe embezzlement and she is approached by the FBI. They know she is innocent but wont clear her name unless she goes back to her hometown and helps catch the real thief. This is a romantic suspense novel. She has a really bad relationship with her mother and half sister. Her mother passes away in the book. The local Sheriff or police chief is her parole office and believes her guilty at first but later falls in love with her. She live above and works in a salon cleaning up.

I believe this book could have been written by Karen Robards or Linda Howard...

How long was she in jail?

I believe she was in jail at least a couple of years and she worked at a bank..I read the book about 5 years ago but proably its older than that...Im guessing the 90s..
