How different does a book have to be in order for a second edition to be published or is it up to the author and publisher? I am wondering because there are a couple out there which I have the first edition and I wonder if it is worth the money to pay for the second. Thank you!

From my experience with second editions they don't tend to be very different from the original.
As a layout designer I recently worked on a second edition of a book in which all the author wanted to do was update either three or four events before her sequel was released.
