The doctor is initially very nice to Max and offers her plenty of food and shelter, all because he wanted to experiment on her for scientific purposes and the "greater good" of society. he truly believed he would be doing the right thing even if he harmed Max in the process, just as Jacob believes he needs to bomb ACID to rescue his society.
