I would place the Werewolves either on the upper land above the underground kingdom of the Dark Elves or in Midgard
I don't see the dark or light elves dealing very well with what boils down to feral wolves that can turn into human warriors lol.
But at the same time no damn way I'd trust them with humans either lol
I'll just go Midgard, Siberia or Russia or somewhere like that. I see them in a cold climate, not enough people to bother them but enough that they get to hunt people for fun

Or even in the swampy forest around Lake Amsvartnir at the center of which is Lyngvi - the island covered in heather. This can supposedly be located on any of the nine worlds you choose.

That would make more sense as Fenrir is on the vanishing island tied up. His descendants would want to remain close to protect him given he cannot defend himself should someone try and kill him to prevent Ragnarok.
Also Bjarmaland is just briefly mentioned in Norse passing as a location in Russia that would work

That could work I was jsut suggesting the details as to where specifically Fenrir was located also there is a river called Van on the island of Lyngvi made from the saliva of Fenrir.

I feel like where Fenrir was would have been hella isolated though, and the werewolves are vicious as hell and kind of really love finding people to you know eat. So I don't want them too isolated

Sorry just throwing out ideas I'm full of 'em. Okay so what if the Werewolves lived in the wild tundra of Russia in an area known as Bjarmaland. Which is a lot closer to Finland and Norway and Sweden. Wiki says:
