Dragonsdale and Dragon Slippers are pretty good.A Tale of Two Castles and The Dragon in the Sock Drawer are a bit juvenile.
It's been a while since I read it, but Dragonborn might fit your description.
Dragon Keeper is more focused on the girl than the dragon.
Same with Eon: Dragoneye Reborn.

Shadow of the Dragon: Kira
Cast in Shadow is a bit more upper level reading, and more confusing than the others. It also may not have dragons yet, I have forgotten since it is part of a very long series.
Dragon Run has dragons, but they're not really friendly, they're actually the villains.

The Dragon Keeper Not sure how I forgot this one. It's first in the series, but there are series that came before. I read it without reading the others and was ok, but you can tell that you're missing out on some knowledge and having to catch up.

There is also the Joust series by mercedes lackey, and the Pit Dragon series by Jane Yolen. They are both pretty good.

Depending on your definition (some folklorist classify kelpies as dragons--don't know why, but hey, they do) there is also her The Grey Horse.

There are some wonderful dragons in Tamora Pierce's Immortals Quartet. The first book is Wild Magic. I believe the dragons don't show up until book 3 or 4, but it's a great series. The main character can communicate with animals and has a very close relationship with one dragon in particular.

There are dragons in Lawrence Watt-Evans's Ethshar series. But they are rare, and, depending on the age of the dragon, might not be "intelligent" enough (or around enough humans) to speak. I know that they have to hit a certain age/size in order to even LEARN how to speak. And then they have to be taught. They make a brief appearance in this book, but one of the later books has a "greater" dragon (adult, able to speak, very powerful) in it as a major character.

Check out Heartstrikers series. It has a dragon main character that develops a relationship with a human. I'm reading the third book right now and it's awesome. It also has a lot of magic, spirits, shamans and things like that.
