Rating a book before release...Why?

Why would someone rate a book before it has been released? I think it would be disrespectful, even childish.
Why is it done?
Even if I did not really like the last book published, does not mean I will dislike the next book that is not yet published. Even if I thought I would dislike the next book, and I am not going to continue with a series, I would not rate a book I haven't even tried to read.
