Do I need to read Grave Mercy (LaFevers) before I read Dark Triumph? I've heard DT is much better. Thoughts?

You should. Things that happen in Grave Mercy are referenced in Dark Triumph and you may be slightly confused or lost without knowing what they are.
In my opinion, Grave Mercy is better than Dark Triumph. GM is full of politic intrigue, spying, and subtle assassinations, while DT is more action adventure, full of fight scenes and combat. I also found Ismae to be a better heroine than Sybella. It all depends on what you like.

Yes you need to start with Grave Mercy. It introduces the world in more detail than the other books.
