I find the narrator extremely interesting. So far, it's an unnamed citizen of the city. The narrator is familiar with the people, and sometimes the narrator speaks as if they are personally witnessing events, while sometimes, they are speaking as if telling urban legends. It's a gutsy choice for how to tell this story, but I think it works well, despite being a bit jarring at times.
