What is policy about adding contributors to comic books / graphic novels, specifically "colorist" and "lettering"?

I usually add them if they're on the cover since their work is all through the book. Not sure how correct that is though...

The colorist is definitely a contributor to interior illustrations.

I'm glad this is the policy even for letterer, I can't imagine The Sandman series without Todd Klein.

That's sort of where my logic came from, so it's good to hear that it's definitely policy, not a grey area :)
