They weren't his problem and they were going to return the necklace, which is what he wanted.
I'm wondering if we'll see Fox in a later book.

That was an interesting move. He was only interested in the necklace because Nader wanted it and he wanted him dead. He knew BOI would return the jewelry so he got everything he wanted. It was like he was acknowledging a worthy adversary and the current fight wasn't with him...for now. Another time.
Fox was pissed that Nader moved into his backyard and stole a national treasure from his people. Getting the necklace back was more than just taking it back from Nadar. I also bet we see him again.
At that point I don't see how he would know that they were going to return the necklace so it has to be a setup for a future book.
