Short answer: Yes.
Long answer: a noble could be a mage but they likely would not engage in their nobility duties. They would either be training in the Towers of Myst, their status known but not really meaning anything. Or no one would know they have magic and they'd be acting like normal noble, but constantly afraid of someone finding out and being locked away for lying to the crown. Make sense?
