You HAVE to put Professor Umbridge from Harry Potter. She's seriously so much worse than Draco or Bellatrix, or even, arguably, Voldemort.
Yeah people could like Voldemort because he's all smart and stuff BUT EVERYONE IN THE HARRY POTTER FANDOM DESPISES UMBRIDGE! It's just fact

Personally, I'd say take out Draco for her. He's a good villain, but he's also a bit of a fan favorite among many. If it was BEST villain, he should stay over her, but for most hated, I think she's way better. Your call, but just a thought.

Yeah I don't really think of Draco as a villain. He's just like Snape and Dumbledore. Compliance liars who are obsessed with power. I don't really like Dumbledore or Snape that much sorry!

So far we have 21 villains, so I think we should do a quick vote and limit each book to only 1 villain and then we'll have a good size list since that would eliminate 3 people?
Yeah, we have three from Harry potter. But I feel like all three of these characters are major villains
