The Garage Sale Mysteries take place in a town adjoining a military base. Some of the supporting characters are military members.

If she's working for the military, she's serving her country, so we will accept it. BTW, any of the Mrs. Polifax books by Dorothy Gilman would also qualify as serving one's country (CIA), as well as a book set in a different country. '-)

The strange is that I bought it for a mistake (I wanted the manga with the same title) but I think the novel will be better.

There are incredibly many, though not sure how many are translated in English (I read them in Korean).
Not cozy, but most well know ones will be All She Was Worth by Miyuki Miyabe and The Devotion of Suspect X by Keigo Higashino.
The first is a bit old (first published in late 90’s) and more like a police investigation novel, while the latter feels closer to traditional mystery story. I’m a big fan of both authors, probably more for Miyabe Miyuki but she is not a typical mystery writer. Higashino Keigo is more focused on mystery and most of his books are pretty good. I like his Kyoichiro Kaga series, the most popular one is Newcomer.
Honobu Yonezawa and Nanami Wakatake writes Japanese style cozy mysteries but not sure if their books are available in English.
Thanks, anyway, Jess. I looked up those authors and they're all in kanji and none in English translation.
