I don't really think Maura is over reacting because Blue is her only child so she's protective of her she doesn't want Blue to get hurt. I think their relationship works for them. Maura raised Blue to be her own person and gave her space to grow. Plus I think Maura sees a lot of herself in Blue which is why she's acting like she is about the Raven Boys.
