The person developing time traveling technology had to petition a lord/king character for sponsorship to continue the project.
I think there was something about wandering into the mist, which was quite dangerous, as part of the time travel.
Someone who was working against the main character used to go to school together with him.
It was set in Ireland in the past (I don't recollect what years).

I know it was a relatively recent release because I checked it out from the library after picking it up from the "New Releases" display on a whim.

What or who does the hero encounter in the past Ireland? What's his motivation - to change the past to fix a problem in the present?

What is the hero's job/skills (e.g., scientist, engineer, military)?

Possibly The Outlander series by Diana Gabaldon?
