The Spy Wore Red possibly? Although this one is NOT fiction.
Louisiana Longshot is a light hearted mystery series with a CIA sniper (female) being forced to hide out in a small southern town because her identity has been leaked. I enjoy this series, mostly for the support characters, so thought I'd suggest it to you too. Not a romance book but a cozy mystery series.

I recommend The Black Stiletto: The First Diary--1958 by Raymond Benson. It's the first book in an awesome series about Judy Cooper, a 1950s costumed female vigilante known as the Black Stiletto.
Today on my Bargain Book email list The Spy Who Never Was showed up. I have no idea about this book as I haven't read it, but it seems to be what you are looking for.
The Guide by RK Narayan is about a man who used to be a tourist guide pretending to be a spiritual leaderM. Butterfly by David Henry Hwang is an excellent play based on the true story of a Chinese actor who pretended to be a woman and seduced a French diplomat on behalf of the Communist party
Enigma by Peter Milligan and Duncan Fegredo is one of my very favorite comics, the entire story is attempting to understand the backstory of a man who may or may not be a real-life superhero
And Great Expectations by Charles Dickens, of course!

I prefer books that go more into character building and the psychological aspects of the story than intense action scenes.
I also don't like romance-for-the-sake-of-romance, or intense romance in general. I really love books that dig deeper into platonic or familial relationships.
I really like Mara, Daughter of the Nile, Greensleeves, Full Ride, Tangled Webb, and Daddy-Long-Legs.
