What's the Name of That Book??? discussion

Hello all. I hope someone reading this will be able to tell me the title of the book I'm about to describe. I feel like it may have been a Point Horror because I read so many in the 90s, They've all blurred in my mind. It's about a teenage girl who is stalked by a guy or she keeps bumping into him. I think there's a chapter in a car park... He may have a twin (not sure if I made that up, that's how foggy the book is to me). At one point, he's in the back of her car and she doesn't know how he got there.

I remember the ending clearly - she ends up falling for this guy after he keeps popping up everywhere.*Spoiler coming up* In the end she falls for him but it's too late. She realises he's a ghost and they end up reliving his final living moment in which he got shot and dies.

Any help in locating this title would really help! I have tried advanced searches but have not come up with anything

It's definitely set in the 90s. Unfortunately I don't remember the cover but I feel like it was a blue-grey possibly.
