Sungjin isn't malicious. He's not cruel. He's not violent. He doesn't enjoy inflicting pain. But he's still evil — though whether or not that's the right word is up for debate. He's evil in the same way as large corporations' leaders — he gets what he wants, irrespective of how he does it. He's businesslike — he doesn't waste time on other things that aren't his goal.
Maybe it's because he's so inhuman that he acts this way. After all, the Leader has been using Sungjin as a temporary vessel whenever they need to speak to the organisation for the past few years, and they want to make it permanent — that sort of thing does tend to affect someone's humanity. (And also their physical health, but if Sungjin is constantly pale and often bedridden after the Leader pays him a visit, well that's nobody's concern but his)
