I read this in the late 80s early 90s

Pretty sure it was Silouehette, but it might have been Harlequin, one of the speciality books?

One specific scene I remember is after he returns, the h comes up some stairs and hears noises from the bathroom. He is giving the twins (girls?) a bath.

This is not a western type romance, no cowboys/ranches, anything of that sort. I think the h was a handyman-type. Possibly set in Colorado, vague memories of the broken leg because of skiing/snow.

I actually think I might have found this!! I've got some feelers out, because the broken leg and the twins aren't mentioned in the synopsis, but I think its the right one..
