What's the Name of That Book??? discussion

Historical fantasy with magic. There's a young woman whose father has gone mentally unstable and locks himself in a room in their house. She starts to practice magic. She likes to read while walking and has a sister (both girls had flower names) also the government had staryed buying all the wax so it was difficult to get candles.

When did you read it? We always need to know that, or when it was published.
