Can someone please explain how this world works? I don't want to watch anime but would like to rp so can you explain?

Okay, so, in short, the synopsis is that there are wizard guilds who try to solve problems, light and dark. Good guilds get posters of jobs to do while dark guilds can do assassinations or generally dastardly deeds. They need to be hunted down and the like. There's the Magic Council, which tries to make everything run smoothly. And the greatest guild of goodness is Fairy Tail.
