Heaven and Hell have fought for millenia, since the very creation of the first angel and the first demon. Life, battle, death, and rebirth, the never-ending cycle that tore at the very linings of the universe and wreaked havoc. Hell's mission was chaos, and Heaven's was order and peace. For without one, the other would not exist. If there was no darkness, then light would not be revered. If cold did not exist, heat would neither, for there would be nothing to judge against.
And so in this way, for order to exist, chaos must also exist. Yin and yang, evil and good, dark and light. But because chaos is wild and without control, Hell began to grow stronger. Heaven mounted a full-scale attack, in the process laying waste to the mortal world in what seemed as acts of God, natural disasters, odd happenings. When the war was over, Heaven stood in triumph once more, and Hell had to bend to a pact made by Heaven.
The Pact were clear: from then on, each demon and angel born would have a match, a pair, a perfect opponent so that they were equally matched. The demon would do what they do best, create chaos, and the angel would clean it up, returning the world to order and light again. For millenia it continued this way, angel/demon pairs being made - chaos, order, darkness, light, death, life.
Hell is growing restless again, however, keen on returning the world to its original state of unalterable chaos. The demons of each pair are becoming more wild, more frantic. The angel legions are becoming more strict, merciless. But as the angels tighten their ranks, more angels become uneasy with the life they have been born into. They are given a choice: remain, die, or rebel. To rebel means to fall, as Lucifer once did, to have your wings ripped off, your memory erased, and to be cast down on earth in a comet of fire, hurtling from Heaven. Each of these angels retain their gifts, but do not know how to tap into them or use them. And their demon opponent still lives. The demon is supposed to take care of their fallen partner - but instead they convert them to Hell's side, easily convincing the memory-less Fallen Angels that Heaven is the true enemy, and chaos the true king. The angels, in their need for order, have given Hell the greatest weapon against the stronghold of Heaven.
The rules of the Pact are as follows:
1. Every pair consists of an angel and a demon, evenly matched, who would act as counterbalances to keep the world in order by the philosophy of yin and yang.
2. If an angel were unhappy with the pact, they have three choices: remain and follow orders, die, or fall. A fallen angel loses their wings and their memory, but retains their powers, though they cannot remember how to tap them. Their demon partner's responsibility to take care of them.
3. No relationships are allowed between demon and angel of any sort other than the sort created by the Pact. Angels will be punished by being cast down from Heaven, and demons would serve their punishment in Hell.
